Description:
The Flags tab in the Options section of the WO find window requires at least one flag to be checked with no option of finding only WOs with no flags. The WO applicaiton does not force the user to check at least one flag so it makes searching for WOs with no flags very hard.

Resolution:
If flags exist a row will be added to the top of the flags list which reads "WOs with no flags". This row must be checked to include work orders which do not have any flags checked. If flags are not in use the flags grid will be empty and the application will work as before.
