Vo Query doesn't show route history for Closed Paid step
Enhancement Description:
Checkwriter updates voucher statuses but does not route the vouchers. This results in different status values shown in Vouchers and Voucher Query for the same Closed and Paid voucher.
Solution:
If routing is used by the client, CheckWriter will use routing to update the voucher status to Closed and Paid.
