Cannot save ad-hoc submission event in CTS.
Symptoms:
The Committment Tracking application allows new filing submissions to be created vai an ad-hoc add button, but fails to add the new submission when the Save button is clicked. Also, new on-demand filings could not be saved.
Solution:
These problems are corrected by this patch.
