Add an inactive status to cost centers
Enhancement Description:
Users need to be able to set cost centers to inactive the same as they can with equipment.
Solution:
An status column has been added to the cost center table, eqmcc. When entering or changing a cost center, users can now select a status of active or inactive. Cost center lookups have also been modified to accept only active cost centers unless the optional allow inactive parameter is set to true.
