Checking all WO Backlog flags does not select all workorders.
Symptoms:
Work orders that have no user-defined flags checked on never show up on the backlog report.
Solution:
If the user selects all flags in the filter, then the flags filter is not used, allowing work orders with no flags to show up on the report. This behavior matches the filter in Work Orders and Scheduling.
