WO task sometimes has blank taskparent or itself in taskparent
Symptoms:
You could get a WO task whose parent task was blank, equal to taskid or didn't exist. Depending on the situation the user might see tasks with no tree lines attaching it to a parent. Other times it looked OK in the tree but the parent really didn't exist.
Solution:
This could happen if 2 people were editing the same WO at the same time and deleting or adding tasks. If person 1 deleted a task it would still be on person 2's screen and would allow them to add a child to that task. It now checks for these 3 conditions prior to adding a task and displays the appropriate error msg. It tells the user to exit the WO and try again since someone probably changed it while they were.
