Cannot delete top level projects.

Work Order Cost Reversal fails to create JV lines.
Symptoms:
Currently cannot delete a top level project. An error adding a jv line during the revise WO costing process does not cause a rollback of the transactions.
Solution:
Top level project can now be deleted if it has no subprojects and no work orders costed to it. Also, an error in the adding of JV lines in WO Revise Costing will now cause a rollback. And also, the order of displayed work orders when viewing costing for projects was changed to sort by work order ID.
