Spare screen doesn't allow you to set the status to Inactive

Symptoms:
If you add a spare using a user assigned tag number and then type in the stock id, the user assigned tag number reverts back to the system assigned number. Once the spare has history the Location frame is disabled. The status is in this field. That means that you can never set the status to Inactive if the spare has ever been used. This causes a problem if the user wants to switch between tagged and untagged or vice-versa since they must set the old one to inactive.
Solution:
Bypassed the section that overwrites the tag number with the saved tag number. Moved the Active/Inactive combo box outside of the spare info frame (fraSpareInfo).
