Vo batch stays at Running if vouchers required approval or don't post
Symptoms:
This is a bug caused by patch 5.1.11 which set the batch status to Running so it could not be processed by another person. It there were unposted vouchers left in the batch, the batch status remained at Running. So the user couldn't re-submit it.
Solution:
It now resets the status to P (Ready to Post) if some vouchers remain unposted.
