VO Query form not loaded properly if read access to vo data type
Symptoms:
If the user had read only access to the vo data type then the VO Query screen loads up with half the fields missing and the buttons all over the place.
Solution:
The user could be setup with full access to the vo data type then full/read access to the VO and VOQuery apps and it would work. The solution to the screen mess, in case someone wanted to limit the access within VO Query was to disable the fields rather than make them invisible. What it looked like it was trying to do was to limit the entry to the voucher number only. So I left that field enabled and disabled everything else. Leaving them visible left the screen layout unchanged so it works now.
