PM Reports for single org only and summary detail disagreement

PM Reports detail report always shows hours for time triggers.
Symptoms:
The PM Detail report shows hours for time triggers, when the time trigger unit is days. PM tasksasks without at least one work order did not appear on the report. The programs in the program pick list did not display in program_id order.
Solution:
These problems are corrected by this patch.
