Release PO line may not have costing
Symptoms:
If a PO line get created with a pointer to a cost record that no longer exists, it can still be successfully issued. When the PO is received, the receipt posting will fail.
Solution:
An additional check has been added to the PO issue routine to check for PO lines that point to missing costing. An error will be generated and the PO cannot be issued until the error is corrected.
