Check for availability of vacation substitute does not include time
Symptoms:
When entering a vacation substitute for workflow, the test to see if the substituting person is available only uses the date component of the substitution records, not the time component.
Solution:
The availability check now uses both date and time components of the substitution records. This availability check is found in both CC and SE.
