Allow document approval when the current approver is unavailable.
Enhancement Description:
When an approver is unavailable there is no way to route a document. Someone higher in the approval hierarchy should be able to forward a document.
Solution:
If a higher level approver views a document on the Workflow form, they can route the document up to and including the step after their approval step.
