Workorders not being generated for some Legacy PM Programs
Symptoms:
Workorders are not being generated for some Legacy PM Programs. The triggers appear to be stuck at 0 even though they should clearly be incrementing and triggering.
Solution:
A bug was introduced when a fix was implemented to not produce another workorder when a lead time wo hit the actual trigger point. The fix for this also caused triggers with a completed WO not to trigger another WO. The trigger evaluation logic has been revised to handle both cases appropriately.
