Witholding Tax
Enhancement Description:
Add the ability to define a tax code such that it could be used as a withholding tax.
Solution:
A tax code can now be defined with a negative tax rate to enable it to be used a witholding tax. All calculations and displays should properly take the negative rate into account so that negative debits appear as credits and vice-versa.
