Copying a PR to a new PR does not regenerate workflow for current flow
Symptoms:
When choosing to not copy costing and enter their own costing, the new requisition may end up with the workflow from the source PR instead the workflow based on the new costing.
Solution:
The new code to allow entering new costing when choosing to not copy the costing of the original PR did not set the approving department. This was changed to properly set the approving department when the new costing is entered. Also, when copying a PR costed to a warehouse the costing is not allowed to be changed
