Can delete prcost or pocost but leave line.costdset pointing to it
Symptoms:
Errant PB/Stock Item validations errors occur when adding a line to a new PR/PO when costed to a warehouse or #-account.
Solution:
The cost validation was using the full "acctid/whseid (description)" instead of just the "acctid/whseid". This caused the element to not match the id in the database and the cost validation to fail.
