Purchase Requistions - can't close PO with no lines after routing.

Can't route PR once lines have been deleted. A few clients have done
Symptoms:
A purchase requisition at In Approval had its lines deleted. Now the requisition cannot be routed back to In Entry for cancellation.
Solution:
Purchase requisitions with no lines may be routed. A warning message will be displayed for the user.
