user can't change "Now at" PM trigger value
Symptoms:
The "Now At" field was removed from PM when the new logic was implemented in order to prevent the schedule problems that can arise when this value is changed. Since then, some legitimate reasons have been brought up where setting this value is desired, such as setting up a new trigger where usage has already been accumulated.
Solution:
The "Now At" field has been restored. As before, it is only editable on Usage-type meters. Also, as before, this value should not be changed lightly -- it *will* affect schedule calculations.
