Receipt lines are not posted
Symptoms:
Receipt lines were not correctly posted due to missing cost records, which did not generate an error.
Solution:
Patch 50.012.019 fixed this problem by ensuring that a PO could not be issued unless every line pointed to a valid cost record. This patch adds checks to the creation of a reorder PO to handle a case where a cost record is created without a corresponding PO line.
