Defeat Equipment MDI tree resizing and save setting of Drawing Toggle

Not all equipment options settings are saved between sessions.
Enhancement Description:
Patch 50.023.023 added most of the equipment options to the list of settings that are saved and restored the next time that the application runs. The "Toggle Item Drawing" was one of the settings that was not included in that saved list.
Solution:
The "Toggle Item Drawing" and Hotspot editing settings are now saved and restored.
