Create Blanket PO from New Contract - Any Items PR

New Contract - Any Items PRs go through workflow with a $0 value.
Symptoms:
Add the capability to create a blanket purchase order from a new contract - any items purchase requisition.
Solution:
PO Copy was changed to have a Blanket PO button which is enabled when a New Contract - Any Items PR is selected in the list. A supplier must be picked on the Create PO screen. Request 02593 In PR, the total value of a New Contract - Any Items requisition is set to the maximum value of the PR. Request 02595 Also, workflow was changed to display a list of the people who were sent notification email. This is displayed on the Actual tab.
