Symptoms:
If using Electronic Invoice Approvals, Code VOAPRAPP is Y, skip the check for already routed vouchers since this will prevent them from being submitted to the next step.
Solution:
Vouchers that have already been submitted to one document route step will now be sent to the next expected route step.
