Vouchers in error show as in approval

Every voucher has the same status.
Symptoms:
When a Voucher Batch is submitted to post that does not contain any post-able Vouchers, all Vouchers will have their status set to 'E'(Error).
Solution:
An error processing the empty list of Vouchers resulted in this problem. The logic has been fixed so that the empty list is processed properly and will no longer cause this side-effect.
