Symptoms:
Need to add a Value Based type of line and header type to PR, PO and VO.
Solution:
Added a Value Based line type and header type to PR, PO and VO. Changed workflow to be aware of the new header types. Added a requiredon column to the PR line. Added many new Codes values to control behaviour in PR and Vouchers.
