Voucher import no longer auto posts vouchers.

Voucher Post with zero-quantity lines
Symptoms:
Voucher lines with 0 quantity are getting posted, resulting in a 0 dollar transaction.
Solution:
The voucher post routines were changed to ignore voucher lines with 0 quantity. Also, the voucher function that creates receipts was also changed to ignore the 0 quantity lines.
