Account delete should check for the new varianceacct table entries
Symptoms:
Request 03175 created the varianceacct table for the price variance and rounding accounts for vouchers. These get used at post time if they are entered but they are assumed to be valid as is any account on the voucher. We need to make a change to the account delete/inactive functions. They should look for the account in this new table and at least warn them or possibly stop them from doing the delete or inactivate. If we don't then the transaction will go to the suspense account except for sites that won't use the suspense account in which case it stays in error.
Solution:
A message will now appear on the account inactivation form if a user attempts to inactivate an account which is a price variance or rounding account. An error message will be displayed if a user attempts to delete an account which is a price variance or rounding account.
