Set Supplier to inactive doesn't care if there are open vouchers
Symptoms:
When setting a Supplier to inactive, a warning is given if there are any open Purchase Orders or Purchase Requisitions for the Supplier, but not if there are open Vouchers.
Solution:
The warning has been augmented to check for open Vouchers for the Supplier.
